Provided it%26#39;s before midnight, quite a lot of places, e.g. http://www.le-cap.be/ (unfortunately redoing its website).
Otherwise, there%26#39;s Au Grand Mayeur in the Sablon, open till 2 a.m., and another Russian near Place St. Géry, list on http://www.brusselsinternational.be/wabxlint/
