There is no rail connection at Liège airport. You will need to take a taxi to Liège Guillemins station

Alternative is of course renting a car and drive to Brussels (highway)

Is there a particular reason you fly to Liège Airport? There is of course Brussels Airport close to the city with a direct rail connection to the center or of course a taxi. Note that taxis are not particular cheap in Belgium
